Fiscal regimes for extractive industries: design and implementation prepared by the Fiscal Affairs Department and approved by Carlo Cottarelli published by IMF. “This paper suggests ways better to realize the revenue potencial of extrative industries (EI-oil, gas, and mining), particularly in developing countries; Revenues from the EI have major macroeconomic implications; Revenue objectives loom larfe in designing fiscal regimes for the EIs, but involve complex trade-offs. Generating employment in related activities, and addressing environmental impacts, can be significant concerns, but the revenue from the EIs is often the main benefit to the host country…”
