The Inter-American Development Bank (IDB) has published a book on "Growing Pains – Binding Constraints to Productive Investment in Latin America", edited by Manuel Agostin, Eduardo Fernándes-Arias and Fidel Jaramillo. The book try to answer an important question: Why are growth rates in Latin America so disappointing? It reviews the results of an ambitious research project to determine the binding constraints to growth, that is, the barrier whose removal would yield the greatest benefit in terms of growth, in seven countries in the region (Argentina, Brazil, Ecuador, Guatemala, Peru, Nicaragua, Trinidad and Tobago) .
