Paper The Case for Results-Based Intergovernmental Finance for Merit Goods, by Anwar Shah, is a product of the Governance Division, World Bank Institute, and is part of a larger effort in the department to reform intergovernmental finance to create incentives for accountable governance. The paper further highlights a few notable recent initiatives in both industrial and developing countries that embrace such directions for reform. As conclusion, says that “results-based intergovernmental
