“Introduction Analyzing and to describe the functioning and models and designs of intergovernmental relations (IGRs) and cooperation arrangements between spheres of government in Brazil, after 1988, and their relationship with public administration is the focus of this chapter. Federal systems may or may not create mechanisms for IGRs. In general, negotiations between different governments are necessary for policy coordination (Hueglin and Fenna, 2015). IGRs can be institutionalized or be more informal and ad hoc depending on the historical trajectory of each federation (Bolleyer, 2006; 2009).
