Redistributing income through the budget in Latin America by Vito Tanzi – The 1974 article is particularly interesting because it shows that things have not changed much in the past 40 years – “The current public concern with income distribution is not a totally new phenomenon; bringing about a distribution of income that reflects the prevailing views of society in this matter has in fact been one of the traditional objectives of public economic policy. What is new today, however, is the extent of such a concern. There are now quite a few writes on economic and social matters that are arguing that income redistribution should be considered the most important, if not the sole, objective of governmental economic activity.”
