The economist Adam Posen presented the speech When Central Banks Buy Bonds: Independence and the Power to Say No at the Barclays Capital 14th Annual Global Inflation-Linked Conference, where he argues that “acting responsibly and utilizing the tools available to respond to he global financial crisis, including large-scale bond purchases, enhances the credibility of major central banks”.
