Proposal for G20 (Tanzi)Vito Tanzi released a short text with A Modest Propostal for the G20: "The rules might differ between countries, but the more they would follow the general principles, the greater global harmonization would take place.... The G20 could also agree on an institution - the IMF? - that might exercise some kind of usrveillance functino over countries to determine whether the ongoing bahavior in their part of the financial market is consistent with the agreed principles" (see PDF attached)
Fiscal Policy in Crisis (Tanzi)Fiscal Policy in a Perior of Crisis presented by Vito Tanzi at the Seminario Internacional Las Administraciones Tribunarias Frente a la Crisis Internacional, SUNAT, Lima/Perú, 9-11/11/2009. He commented: "Countercyclical policy can only alleviate the impact of the crisis, not neutralize it. Thus countercyclical polices used should be focused on the most vulnerable sectors. They cannot hope to maintain economic activity. The multipliers are too low and the countries are too open". (see attached)
Latin Aspirations x Fiscal Realities (Tanzi)Democratic Aspirations and Fiscal Realities in Latin America by Vito Tanzi, paper drafted at the quest of the OAS, April/2009. He concluded: "The democratization of Latin America requires a democratization of its fiscal policy. For many countries this can only come from structural changes and not from raising the levels of taxes and public spending". (see PDF attached). Tanzi addressed the following subjects: regulatory safety net; Washington Consensus and democratization; digression on political and economic changes; fiscal resources and social deficits; can the democratic deficit be reduced?
